resting players

from Adam re 0.8.2 beta - I just need a way to prevent 'resting' players from being challenged. If someone's out of town for a week (and since we're not using the actual resting feature, since the resulting drop to the bottom of the ladder is pretty severe for just taking one week away) it would be nice to be able to block challenges for that player.
